Forgetting an anniversary is common enough that most couples have a story about it. What decides whether it becomes a funny story or a sore one is the first sentence you say, not the present you buy afterwards. Research on apologies is consistent on this: Lewicki, Polin and Lount (2016) tested the parts of an apology and found that plainly acknowledging responsibility mattered more than any other part of it, well ahead of asking for forgiveness. Say "I forgot, and that is on me", then stop talking.
The second thing that helps is effort they can see. Money spent in a panic reads as panic. An hour spent making something reads as attention, which is what the day was supposed to be about in the first place.
